The Senate stands in adjournment until 9:30am on Thursday, September 12, 2013. Following any Leader remarks, there will be a period of morning business for one hour with the Majority controlling the first half and the Republicans controlling the final half.

Following morning business, the Senate will resume consideration of S.1392, the Energy Savings and Industrial Competitiveness Act.

Senator Vitter proposed two unanimous consent requests and Senator Wyden objected to both.

Request to call up several amendments and vote on Vitter amendment and side-by-side

Senator Vitter asked unanimous consent that the amendments listed below be made pending:

That on Tuesday, September 17, at a time to be determined jointly by the Majority and Minority Leaders, there be 60 minutes for debate equally divided between Senators Wyden and Vitter. That the only amendment in order to the Vitter amendment be one offered by the Majority Leader or his designee, both subject to debate under the time limit on the Vitter amendment. That no points of order be in order to these two amendments. That upon the expiration of the debate time the Senate proceed to vote on the Vitter amendment and any pending amendments, with the amendment and any amendments to it be subject to a 60-vote threshold to be agreed to.

Senator Wyden objected.

Senator Vitter later said he would add Blumenthal amendment #1878 (commercial building energy code study) to the list.

Request to vote on Vitter bill with no amendments in order

Senator Vitter asked unanimous consent to withdraw the Vitter amendment #1866 (this doesn’t make sense because the amendment isn’t pending) and that on Wednesday, September 25 at 3:00pm, the Senate discharge the relevant committees from consideration of his bill (didn’t specify bill number), the no exemption for Washington from Obamacare Act, and proceed to consideration of that bill, and that without any intervening motions or debate, the Senate proceed to 60 minutes of debate on that bill, evenly divided and controlled by the Majority Leader and Senator Vitter, and that the bill not be subject to any amendments or motions to commit, and that after debate has expired, the bill be read a third time, and the Senate immediately vote on final passage, and that the motion to reconsider be made and laid upon the table.

Senator Wyden objected.

Senator Franken asked unanimous consent to call up Franken amendment #1855 (energy information for commercial buildings).

Senator Vitter objected.

Senator Sanders asked unanimous consent to set aside the pending amendment in order to call up Sanders amendment #1915 (State residential building energy efficiency upgrades loan pilot program).

Senator Vitter reserved his right to object and asked unanimous consent that the amendments listed below be made pending:

Senator Gillibrand asked consent to set aside the pending amendment in order to call up Gillibrand amendment #1860 (disaster relief/emergency assistance for energy efficiency products). Senator Vitter also objected to calling up her amendment and asked consent to call up a series of amendments, and vote on his health care amendment and an alternative. Senator Wyden objected to his request. He then asked the same consent he’s asked several times today to vote on his bill with no amendments in order. Senator Wyden objected to this request. Finally, Senator Vitter objected to Gillibrand’s original request.

The Senate is in a period of morning business with senators permitted to speak therein for up to 10 minutes each.

Senate stands in adjournment until 10:00am on Tuesday, September 10, 2013.

Following any Leader remarks, the Senate will be in morning business until 11:00am with the time equally divided and controlled between the two Leaders or their designees with Senators permitted to speak therein for up to 10 minutes each.

At 11:00am, the Senate will resume the motion to proceed to Legislative Calendar #166, S.J.Res.21, to authorize the limited and specified use of the United States Armed Forces against Syria. The time until 12:00pm will be equally divided Senators will be permitted to speak for up to 10 minutes each.

The Senate will recess from 12:00pm until 2:15pm to allow for the weekly caucus meetings.

After the Senate convened today, Senator Reid renewed the motion to proceed to S.J.Res.21, to authorize limited use of the Armed Forces against Syria.

There was a previous order that the Senate proceed to the consideration of S.1392, the Energy Efficiency bill sponsored by Senators Shaheen and Portman, at 11am today. By consent, the order was modified that the motion to proceed be agreed to at a time to be determined by the Majority Leader with the concurrence of the Republican Leader.

Under the previous order, the Senate will be in a period of morning business until 11:00am, with the time equally divided between the two Leaders or their designees.

The Senate will continue to debate the motion to proceed to the Syria resolution today. The Senate will recess from 12:00 noon until 2:15pm to allow for the weekly caucus meetings.

By unanimous consent the Senate confirmed Executive Calendar #191, the nomination of Georgia, Marilyn A. Brown, to be a Member of the Board of Directors of the Tennessee Valley Authority for a term expiring May 18, 2017 (Reappointment).

Following any Leader remarks, the Senate will resume consideration of S.1243, the Transportation, Housing and Urban Development and related agencies appropriations bill. It is in order for Senator Paul to call up his amendment #1739, (Egypt). There will be up to one hour of debate equally divided and controlled between the proponents and opponents prior to a vote on the Paul amendment; we expect there will be a motion to table the Paul amendment.
Upon disposition of the Paul amendment, the Senate will proceed to Executive Session to consider Executive Calendar #201, the nomination of Byron Todd Jones, of Minnesota, to be Director, Bureau of Alcohol, Tobacco, Firearms, and Explosives and proceed to the cloture vote on the Jones nomination.
Therefore, at approximately 10:45am, there will be 2 roll call votes:

The Senate will convene at 10:00am on Tuesday, July 23, 2013.

Following the prayer and pledge, the Majority Leader will be recognized. It is expected he will renew his motion to proceed to S.1243, the Transportation, Housing and Urban Development, and Related Agencies Appropriations bill. The time until 12:00pm will be equally divided and controlled between the two Leaders or their designees.
The next roll call vote will be at 12:00pm on Tuesday, July 23^rd on the motion to invoke cloture on the motion to proceed to S.1243. Cloture was filed on that motion during Thursday’s session of the Senate. If cloture is invoked, all post-cloture time will be yielded back and the Senate will proceed to vote on the motion to proceed to S.1243 (likely a voice vote). If the motion to proceed to S.1243 is adopted, the text of H.R.2610, as reported by the House Appropriations, will be deemed House passed text for the purposes of rule 16.
The Senate will recess from 12:30pm until 2:15pm to allow for the weekly caucus meetings

At 12:00 noon today, the Senate will proceed to a roll call vote on the motion to invoke cloture on the motion to proceed to S.1243, Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2014. Under the previous order, if cloture is invoked, all post-cloture time will be yielded back and the Senate will proceed to vote on the motion to proceed to S.1243 (likely a voice vote).
