“Veterans Day is a time to honor and celebrate the courage and commitment of our nation’s heroes.

“When these brave men and women signed up to serve our country, we agreed to take care of them. They kept their part of the bargain. Now we need to keep ours.

“With the President’s recent announcement of a complete troop withdrawal from Iraq by the end of this year, and the thousands of troops returning from Afghanistan by the end of 2012, it is as critical as ever to support veterans’ programs and services.

“That’s why I am fighting to pass a bipartisan and comprehensive approach to getting our nation’s veterans back to work.

“The “VOW to Hire Heroes Act” includes Republican and Democratic ideas because getting our veterans the financial security and dignity a job provides should never be partisan.

“For too long in this country we have patted our veterans on the back for their service and then pushed them out into the job market alone.

“With this bill we are giving our veterans the job skills to get their foot in the door and incentivizing employers to make sure that door is open to them.

“Day after day our men and women in uniform have responded to the call of duty with honor and integrity.

“They are our family, our friends,our neighbors and our heroes.

“And for this, we must show our gratitude – not just on Veterans Day, but every day.

“As Chairman of the SenateVeterans Affairs Committee, I will continue to fight on their behalf to ensure that America’s veterans are cared for both on and off the battlefield.”

Yesterday, by a vote of 95-0, the Senate passed landmark legislation I helped author to put America’s veterans back to work. I introduced the basis of this comprehensive bill in May of this year after traveling throughout Washington state to talk to veterans, employers, and experts about the barriers veterans face in finding employment. The legislation is designed to help put veterans back to work by providing job skills training as they leave the military and by easing the training and certification process veterans face. After serving our country honorably, all veterans deserve the chance to earn a paycheck and support their families.Unfortunately, the unemployment rate for veterans returning home from Iraq and Afghanistan remains stubbornly high.Borrowing from the American Jobs Act proposed by the President, the bill will offer a tax credit for companies that hire unemployed veterans, and will increase existing tax credits for companies that hire veterans with service-connected disabilities.

This is a huge victory for our veterans who have returned home only to have to fight to find work to support themselves and their families . Our veterans have the drive,discipline, and self confidence to succeed in any workplace. But for too long at the end of their career we’ve patted them on the back for their service and pushed them out into the job market alone. This bill takes a huge step forward in rethinking the way we treat our men and women in uniform after they leave the military by helping them to translate the skills they learned in the military into careers and by giving employers even more incentive to hire veterans. Veterans across Washington state were instrumental in crafting this bill and deserve tremendous credit today.

Time for Slogans to End, Work to Begin on Safeguarding Our Economic Future

As we continue to work to forge compromise and avoid a default on our nation’s debts, I was deeply upset that Republicans continued to waste the little time we have left by introducing a plan that balances the budget on the backs of the people who can least afford it. The clock is ticking for families across America. It is time for Republicans to step up and join us in the job of governing. Too much is on the line for average families to allow partisan gridlock in Washington, D.C. to once again endanger the livelihoods of millions.

That is why I gave a speech on the Senate Floor this week urging Republicans to stop playing political games with this country’s economic future. With less than two weeks to go before the August 2 ^nd deadline, Democrats and Republicans need to come to the table for serious negotiations that involve shared sacrifices.

Preserving Benefits for Veterans Suffering from Agent Orange Exposure

On Thursday, I helped defeat an amendment introduced by Senator Tom Coburn that would have created a nearly impossible standard for Vietnam Veterans to receive compensation for certain types of exposure to Agent Orange. Before the vote on Coburn’s amendment, I went to the Senate Floor and called out the amendment for what it was: another hurdle Vietnam veterans would have to overcome in their 40 plus year struggle for compensation and care. The amendment ultimately failed to be included in the Military Construction and Veterans Affairs Appropriations bill after I successfully asked that the amendment be tabled – which it was – by a vote of 69-30. Soon after the tabling of the amendment, the Senate passed the Military Constructions and Veterans Affairs Appropriations bill which will ensure that veterans across the country get the support they deserve.

Supporting Women’s Health

On Wednesday, the Institute of Medicine released their recommendation that critical preventive health care services for women and girls, including a full range of FDA-approved contraceptive methods, be fully covered by insurance companies at no additional cost. I believe that implementing these recommendations is the right thing to do and will end unnecessary and burdensome costs for millions of American women who currently struggle to afford the contraceptive coverage and other preventive health care services they need and deserve.

In honor of Memorial Day last week, I spoke on the Senate floor to pay tribute to the men and women who died serving our country in the armed forces. I also took time to discuss the need to take care of our nation’s veterans and urge my colleagues to pass my legislation to help veterans find employment.

Improving Care for Veterans through Agency Coordination

Last week, I heard from veterans and top VA and Pentagon officials about challenges that remain in the care for amputees, rising suicide rates, poor coordination between the departments, and delays in disability evaluations. During the hearing, I heard first-hand accounts from veterans about what went well but also about how they were negatively impacted by the lack of collaboration between DoD and VA and what they believe can be done to improve the transition for the thousands upon thousands of servicemembers still to come home.

Benefits Program for Caregivers of Veterans Now Accepting Applications

Earlier this month, I applauded the announcement made by the Department of Veterans Affairs that they have started accepting and processing applications for the critical caregiver benefits program. After only a week and a half, the VA helped over 625 veterans, servicemembers, and caregivers apply to receive the new benefits. This program will provide much-needed and long-awaited financial and health care support to family members caring for severely wounded Iraq and Afghanistan veterans.

Lowering our Military’s Dependence on Fossil Fuels

Last week, Senator Maria Cantwell and I introduced legislation to extend the length of contracts between the DoD and biofuel producers. The act, which is companion legislation to a bipartisan bill sponsored in the U.S. House by Rep. Jay Inslee, would allow the military to increase long-term contracts with biofuel producers from 5 years to 15 years for the purchase of advanced biofuel fuels. Not only will this unlock opportunities to make investments in the construction and development of private biofuel refineries in the Northwest, it will also lower our military’s dependence on fossil fuels and increase the security of troops.

Providing Greater Access to Affordable Health Care

Last week, I applauded the announcement that Washington State will be one of the first states to receive funding to help implement a Health Insurance Exchange, a key provision of the Affordable Care Act. The award of $22 million will help Washington state implement an Exchange that will provide individuals and small business with a one-stop shop to find and compare health insurance options.

This week, I spoke on the floor of the Senate to applaud the most significant victory to date in our war on terrorism and to pay tribute to our service members, veterans, and intelligence operatives who worked so diligently to ensure that Osama bin Laden was brought to justice.

Getting Critical Benefits for Family Caregivers of Veterans

Thisweek, I was very pleased to see that the White House and the Department of Veterans Affairs listened to my concerns and reversed their decision to restrict financial and health care support to familymembers caring for severely wounded Iraq and Afghanistan veterans. The change will allow more caregivers of more veterans to be eligible for the long-overdue benefit. I felt sostrongly about this issue that I personally brought it up with President Obama in the Oval Office. I’m pleased the he showed real leadership and worked to ensure the VA made this right.Going forward, I will monitor how the VA implements this program, looking closely at how caregivers of veterans with the invisible wounds of war are considered for this benefit.

Training our Workforce

Last week, I toured the Pacific Fisherman Shipyard in Seattle with local workersand business owners to discuss legislation that would make sure workers have the skills and training they need to fill local jobs. According to a recent report released by the Washington StateEmployment Security Department, statewide job openings were up 31% last fall compared to a year earlier. This is great news; however, often employers can’t find local workers with theskills needed to fill those jobs. That’s why I’m working to pass my CareerPathways legislation which would help young people leaving high school get the skills and training they need to enter the workforce. I’m also working to reform and reauthorize the WorkforceInvestment Act which offers critical retraining to workers, including those who have recently been laid off

Ensuring Workplace Safety

Last week, I honored Workers Memorial Day and the 40 thanniversary of the Occupational Safety and Health Administration and the effective date of the Occupational Safety and Health Act. In the past 40 years, we have made greatprogress in reducing workplace tragedies, but we still have a long way to go. Every worker, in every industry, deserves to be confident that while they are working hard and doing their jobs, theiremployers are doing everything they can to protect them. That’s why I joined so many others last week in recommitting to our efforts to make sure that workplaces are safe in everyindustry across America.

Urging President Obama to Fill Vacancies on Court of Appeals for Veterans Claims, DecreaseWaiting Time for Veterans Seeking Answers on their Benefits

This week, I sent a letter to President Obama urging him to quickly fill threevacant judicial positions on the U.S. Court of Appeals for Veterans Claims. This court has the huge responsibility of reviewing rejected disability and health care benefit claims for veterans, anincreasingly large burden with a claims backlog that has doubled in recent years. Without the quick nomination of judges to fill these seats, veterans will continue waiting far too longto get answers on their benefits. Once President Obama announces his nominees, I will work with my colleagues to move them quickly through the Senate confirmation process.

Veterans Day provides us with the chance to mark the debt of honor we owe to all those who have worn the uniform of the United States. We remember those who gave their lives beneath our flag, in service of our freedom.

And with so many still fighting, we owe special thanks to the courageous families of those who serve.

Because when our servicemen and women deploy overseas, their loved ones are left to undertake heroic battles of their own at home. The unique challenges they face in support of men and women in uniform allow us all to enjoy the freedoms of our democracy.

Every time I have a chance to meet with these families, I’m struck by their strength and their quiet dignity — they are truly some of the most selfless, courageous people I’ve met.

And today is also a day to acknowledge the sacrifices these brave men and women make every day, and pray for the safe return of those they love.

I’ve felt their calling personally, and I want to encourage Americans across the country to step up and do more for our military families. Take the time to stay informed about the concerns and activities of the families of service members in your community. Let them know you recognize their struggles and appreciate all they do.

You can help by finding out the needs of the military families in your community and volunteering, from working with your local school’s PTA to hiring a military spouse.

Today and every day, I am moved by the personal sacrifices made by service families. And I’m humbled by the patriotism of those they support — our soldiers and airmen, our sailors and Marines.
