There will be up to 1 hour for debate prior to a vote on confirmation of the nomination. If all time is used, the vote on confirmation of the West nomination would occur at approximately 12:30pm.

12:27pm The Senate began a 15 minute roll call vote on confirmation of Executive Calendar #186, the nomination of Derek West, of California, to be Associate Attorney General;

Senator Toomey moved to recommit S.1243 (THUD Appropriations bill) to the Committee on Appropriations with instructions to report back with such changes as may be necessary such that total budget authority provided in the bill for fiscal year 2014 is not greater than $45,455,000,000. Senator Murray may move to table the Toomey motion at approximately 3:15pm.

3:17pm The Senate began a 15 minute roll call vote on the Murray motion to table the Toomey motion to recommit the bill.

The Toomey motion to commit was tabled 56-42. The Senate is in a period of morning business with senators permitted to speak therein for up to 10 minutes each. We expect to resume consideration of the THUD bill shortly. Senator Paul would like to offer an amendment #1739 regarding aid to Egypt. Senators are discussing a path forward.

The Senate continues to be in a period of morning business and we will not resume consideration of the THUD appropriations bill today. The managers said they will be on the floor next week to continue to process amendments.  We are working on a path forward to consider several nominations. Until we have an agreement from the Republican side we can’t announce no more votes for today.

The Senate will convene at 10:00am on Tuesday, July 23, 2013.

  • Following the prayer and pledge, the Majority Leader will be recognized. It is expected he will renew his motion to proceed to S.1243, the Transportation, Housing and Urban Development, and Related Agencies Appropriations bill. The time until 12:00pm will be equally divided and controlled between the two Leaders or their designees.
  • The next roll call vote will be at 12:00pm on Tuesday, July 23rd on the motion to invoke cloture on the motion to proceed to S.1243.  Cloture was filed on that motion during Thursday’s session of the Senate.  If cloture is invoked, all post-cloture time will be yielded back and the Senate will proceed to vote on the motion to proceed to S.1243 (likely a voice vote). If the motion to proceed to S.1243 is adopted, the text of H.R.2610, as reported by the House Appropriations, will be deemed House passed text for the purposes of rule 16.
  • The Senate will recess from 12:30pm until 2:15pm to allow for the weekly caucus meetings.

Following any Leader remarks, the Senate will resume consideration of S.744, the Border Security, Economic Opportunity, and Immigration Modernization Act.

 The time until 11:30pm will be equally divided and controlled between the two Leaders or their designees.

Senator Reid will be recognized at 11:30am.

Senators should expect the first vote of the day to begin at approximately 11:30am in relation to an amendment to the Immigration Reform bill.

Negotiations continue on a path forward on amendments to the Comprehensive Immigration Reform bill. Last night we thought we would vote around 11:30am, but the Leader has been asked to move that to noon. At noon Senator Reid will either table one of the pending amendments or we will have a path forward and conduct a series of votes. The managers of the bill are working with both sides on how we can consider the next tranche of amendments.

Senators should be prepared for roll call votes to occur throughout the day.

The period for debate only on S.649, Safe Communities, Safe Schools Act of
2013, has been extended until 3:30pm today. Senator Reid will then be

caucus meetings. The Republicans need to have their caucus to discuss if an
agreement on amendments to the gun safety bill can be reached.

The period for debate only has been extended until 5:30pm and Senator Reid will
be recognized at that time. We are still working on an agreement to consider the
first amendments to S.649, the Safe Communities, Safe Schools
Act of 2013. However, no agreement has been reached yet.

The time until 6:00pm will be for debate only on S.649, the Safe Communities, Safe Schools Act of 2013.  At 6:00pm, the Senate will recess subject to the call of the Chair to allow for a Senators-only briefing.

When the Senate reconvenes, the Majority Leader will be recognized and another message will be sent.

We hope to reach an agreement on amendments to S.649, the Safe Communities, Safe Schools Act of 2013 this evening.

We expect votes in relation to those amendments to occur sometime tomorrow.  When an agreement is reached, another message will be sent.

The Senate has reached an agreement for 8 additional amendments to be in order S.649, the Safe Communities, Safe Schools Act of 2013.  The Manchin-Toomey amendment #715 (background checks) is currently pending to the bill.  The agreement results in a series of up to 9 roll call votes at approximately 4:00pm on Wednesday, April 17th.  The details of the agreement are below.

It is in order for the Manchin-Toomey amendment #715 to be set aside and the following amendments to be called up:

–          Grassley substitute amendment consistent with the summary which is at the desk;

–          Leahy-Collins amendment #713 (trafficking);

–          Cornyn amendment #719 (conceal carry);

At approximately 4:00pm, the Senate will proceed to a series of up to 9 roll call votes in the order listed below.  All amendments will be subject to a 60 affirmative-vote threshold.
