President Obama understands that by allowing greater tribal control over tribal assets, we encourage economic growth, promote community development in Indian Country, and support tribal self-determination. That’s why this Administration is committed to strengthening tribal communities by improving tribal governments’ capacity for controlling their own futures.

Earlier today, President Obama demonstrated the latest step in this commitment by signing into law the Helping Expedite and Advance Responsible Tribal Homeownership (HEARTH) Act. This legislation allows tribes to lease restricted lands for residential, business, public, religious, educational, or recreational purposes without the approval of the Secretary of the Interior.

The HEARTH Act promotes greater tribal self-determination and will help create jobs in Indian Country. Under the Act, federally recognized tribes can develop and implement their own regulations governing certain leasing on Indian lands. Upon Secretarial approval of these tribal regulations, tribes will have the authority to process land leases without Bureau of Indian Affairs approval. This new authority has the potential to significantly reduce the time it takes to approve leases for homes and small businesses in Indian Country. By allowing tribes to more quickly and easily lease their lands, the bill promotes investment in tribal communities and more broadly facilitates economic development.

The HEARTH Act builds on the Administration’s strong record of accomplishments for Native Americans and Native Alaskans and complements existing initiatives to strengthen tribal economies. Just recently, on July 12th, Treasury announced that it is opening up $1.8 billion of Tribal Economic Development (TED) bonds for reallocation to tribal governments. The TED bond program was established under the American Recovery and Reinvestment Act (ARRA), and provides tribes with the authority to issue tax-exempt debt for a wider range of activities to spur job creation and promote economic growth in Indian Country. By providing tribes with the ability to issue tax-exempt debt in a manner similar to that available to state and local governments, tribes can lower their borrowing costs and more easily engage in new economic development projects.

With the Cobell and Keepseagle Settlements, the Tribal Law and Order Act, water rights settlements, fee-to-trust reform, TED bonds, and now the HEARTH Act, this Administration’s accomplishments for Indian Country tell a very compelling story about how far we have gone to make meaningful progress on advancing tribal self-determination, promoting economic growth, and revitalizing our trust responsibility. Water and land are the primary trust assets we manage for Indian tribes, and the Obama Administration has made monumental strides by recognizing tribes as partners, ending the repetition of past mistakes, and working together to identify and develop concrete solutions that will improve the quality of life in tribal communities.

FYI … a sad but true reality …Today marks the anniversary of Bloody Sunday

In this year 2011, the definition of freedom of speech seems misused manipulated and disrespected mostly by right-wingers.

Now, Representative Peter King, a part of homeland security seems to be using his position to pursue Muslims. For months, he and his conservative comrades have talked about the radicalization of young Muslims here in the US of A. He was a part of that whole don’t build a mosque near ground zero group and is doing his part in the whole fear mongering department. However, the mongering has moved from just words to an attempt to find the underlying cause of why “they” are so radical and that “they” need to cooperate and talk to the FBI. While watching the interview with him and Representative Ellison I got the feeling freedom of religion and singling out a group of people instead of dealing with radicalization as a whole was not on his mind whatsoever. I definitely yelled at the television machine because yes it hurt to see this guy, a so-called public servant who should represent the people, all people talk like what he was about to do was acceptable. Even though he said, it is only a small percentage of Muslims and when asked to provide more information he preceded to say 1 or 2 as well as the general comment about speaking to some police and or the FBI. I found most if not all of his comments and reasons for the Muslim hearings offensive and wondered how anyone would vote for a guy who does not seem to believe in the constitution. I was offended when he compared what he is doing as nothing different from when the government singled out and went after the Mafia, Gangs, and groups appearing radicalized beyond at least his or their taste. At first, i thought that he might just be discussing the need for hearings but then dashed by reality when Representative Ellison stated he would be testifying at the hearing. I am relieved that Rep.Ellison will be there if not to say all the things others might be too scared and or worried to say while seating in what clearly will be a hot seat. I have to say March Madness comes in all shapes and sizes but more and more madness from the right by people who seemed sane clearly are feeling very comfortable to express their extremely right side. Can i just say March madness is catching and it makes you wonder who can we support, vote for and trust anymore because the definition of a public servant is becoming a blur and disrespected. It was nice to hear ms.crowly call out mr.King and when she did all you had to do is replace with any group that might be on the “watch list”. I wish more talking heads would challenge people who hold public office making comments, specifically folks like MBachmann, McConnell, Boehner, Huckabee, SBrown and SPalin though freedom of speech is a right.

The uptick in rhetoric coming from conservatives, tea party and in some cases the Republican Party does promote fear, hate, and in some cases incite violence. The act or use of freedom of speech also means you should not only use it responsibly but also held accountable for it.

We need to take Social Security off the table as a bargaining chip in talks about the budget deficit and federal spending.

Social Security is one of the greatest anti-poverty programs in our country’s history and is wildly popular. In addition, despite fearmongering to the contrary, Social Security is currently running a surplus, is fully solvent for decades, and is prohibited by law from adding to the deficit.

In fact, the only crisis facing Social Security is caused by opponents of the program who are crying wolf about a crisis in order to justify undermining one of the most popular social programs in our history.

Senator Bernie Sanders of Vermont is introducing a bill today called the Social Security Protection Act of 2011. The bill would take Social Security off the chopping block by requiring a two-thirds super majority to reduce benefits, raise the retirement age or privatize the program.

Make no mistake, enemies of Social Security are trying to sabotage it even as they try to bamboozle the rest of us about their real aims. And we already know that some plan to use the prospect of a government shutdown or the fight around the debt ceiling as leverage to undermine Social Security.

We’ve seen how this works before. Time and again, conservatives have ginned up fake emergencies to justify far-reaching and deeply unpopular legislation. And all too often, we’ve seen Democrats in office do nothing to stop — or worse, actively enable — these conservative power-grabs.

We can’t let this happen with Social Security, which for 75 years has withstood both the test of time and the active efforts to undercut it.

This is precisely the type of leverage we’ll need in the upcoming fights. It will help stop conservatives from ramming through cuts or privatization as some sort of grand compromise on “must pass” legislation.<

Once we do this, we banish the false specter of crisis, and have a real discussion about how to make changes to Social Security to keep it successful for another 75 years.
