The Senate will convene at 9:30am on Wednesday, June 25, 2013.

  • Following any Leader remarks, the Senate will resume consideration of S.744, the Border Security, Economic Opportunity, and Immigration Modernization Act with the time until 11:30am equally divided and controlled between the two Managers or their designees.
  • During Monday’s session of the Senate cloture was filed on the committee-reported substitute and S.744.  As a result, the filing deadline for all 2nd degree amendments to the committee-reported substitute and the bill is 10:30am Wednesday.
  • At 11:30am, there will be 3 roll call votes in relation to the following:
    • Leahy motion to waive all applicable points of order with respect to the Immigration bill
    • Adoption of the Leahy amendment #1183, as modified (with the Corker-Hoeven language regarding border security) and
    • Motion to invoke cloture on the committee-reported substitute amendment, as amended, if amended, to S.744.
  • If cloture is invoked on the committee-reported substitute amendment, post-cloture time will run as if cloture were invoked at 1:00am on Wednesday, June 26th.
  • 10:36am The Senate began a 15 minute roll call vote on Leahy motion to waive points of order with respect to the Immigration bill.

  • This afternoon and for the 15th time (Senator Murray has asked 7 times and other Democrats have asked 8 times) since March 23rd when Senate passed a budget resolution, Senator Murray asked unanimous consent the Senate proceed to the consideration of Calendar #33, H.Con.Res.25; the amendment at the desk, which is the text of S.Con.Res.8, the budget resolution passed by the Senate, be inserted in lieu thereof; and that H.Con.Res.25, as amended, be agreed to. Further, that the Senate insist on its amendment, request a conference with the House on the disagreeing votes of the two Houses; and the Chair be authorized to appoint conferees on the part of the Senate; and that following the authorization, two motions to instruct conferees be in order from each side:- Motion to instruct relative to the debt limit; and- Motion to instruct relative to taxes/revenue;That there be two hours of debate equally divided between the two Leaders, or their designees, prior to votes in relation to the motions; further, that no amendments be in order to either of the motions prior to the votes; all of the above occurring with no intervening action or debate.Senator Cruz asked that the request be modified so that it not be in order for the Senate to consider a conference report that includes reconciliation instructions to raise the debt limit. Senator Murray objected to Senator Cruz’s modification because she offered the senator a vote on a motion to instruct conferees on the debt limit. Finally, Senator Cruz objected to Senator Murray’s original request.
  • Senator Vitter asked unanimous consent to set aside the pending amendments in order to call up Vitter amendment #1330 (domestic violence). Senator Bennet, the acting manager, objected. We are still working on an agreement to consider additional amendments to the bill, but thus far no agreement has been reached.

    That at 9am, Thursday, June 27th, the Senate proceed to votes in relation to the amendments in the order listed; that the amendments be subject to a 60 affirmative vote threshold; that there be two minutes equally divided prior to each vote; and all after the first vote be ten minute votes; that upon disposition of the Portman-Tester amendment #1634, the pending amendments to the underlying bill be withdrawn; the Majority Leader then be recognized for the purpose of raising points of order against the remaining pending amendments to the substitute amendment; that after the amendments fall, the substitute amendment, as amended, be agreed to; the cloture motion with respect to the S.744 be withdrawn; the bill, as amended, be read a third time, and the Senate proceed to vote on passage of the bill, as amended.

    Senator Grassley objected.

  • Senator Tester asked unanimous consent that it be in order to call up the Portman-Tester #1634 (e-verify). Senator Grassley objected.
  • There will be a series of 3 roll call votes at 11:30am tomorrow:-          Confirmation of Executive Calendar #179, the nomination of Anthony Renard Foxx, of North Carolina, to be Secretary of Transportation.

    –          Adoption of committee-reported substitute amendment, as amended, to S.744; and

    –          Cloture on the motion to invoke cloture on S.744, as amended, Comprehensive Immigration Reform.

    Under the agreement, if cloture is invoke, the 30 hour clock will run as if cloture had been invoked at 7:00am tomorrow. If all time is used, the time would expire at 1:00pm on Friday. After cloture has been invoked, we will work towards an agreement to yield back some of the post-cloture debate time and vote at a reasonable time tomorrow afternoon. Senator Reid encourages senators to be on the floor during the closing remarks on the Immigration Reform bill.

    Agreement on Foxx nomination

    I ask unanimous consent that notwithstanding Rule XXII, at 11:30 a.m., Thursday, June 27th, the Senate proceed to Executive Session to consider Cal # 179, Anthony Renard Foxx – to be Secretary of Transportation, that there be 2 minutes for debate equally divided in the usual form; that following the use or yielding back of time, the Senate proceed to vote without intervening action or debate on the nomination; the motion to reconsider be considered made and laid upon the table with no intervening action or debate; that no further motions be in order; that any related statements be printed in the Record; that the President be immediately notified of the Senate’s action and the Senate then resume legislative session.

    Agreement on Immigration bill:

    I ask unanimous consent that on Thursday, June 27th upon disposition of the Foxx nomination and the resumption of Legislative session, all post-cloture time be considered expired with respect to the committee-reported amendment, as amended; that the pending amendments to the underlying bill be withdrawn; the Majority Leader then be recognized for the purpose of raising points of order against the remaining pending amendments to the substitute amendment; that after the amendments fall, the Senate proceed to vote on the adoption of the committee-reported substitute amendment, as amended; that upon disposition of the committee-reported substitute amendment, the Senate proceed to vote on the motion to invoke cloture on S.744, as amended; finally, if cloture is invoked it be considered as if cloture had been invoked at 7am, Thursday, June 27th.

Obama Launches DNC Campaign Tour At Illinois State Capitol

The Senate stands in adjournment until 10:00am on Tuesday, June 11, 2013.

  • Following any Leader remarks, the Senate will resume consideration of the motion to proceed to S.744, the Comprehensive Immigration bill.  The time until 12:15pm will be equally divided and controlled between the proponents and opponents, with Senator Sessions controlling one hour of the opponents’ time.
  • The Senate will recess from 12:30pm until 2:15pm to allow for the weekly caucus meetings.
  • At 2:15pm, there will be a roll call vote on the motion to invoke cloture on the motion to proceed to S.744.  If cloture is invoked, the time until 4:00pm will be equally divided and controlled between the proponents and opponents.  At 4:00pm, there will be a roll call vote on adoption of the motion to proceed to S.744.

  • Following any Leader remarks, the Senate will be in a period of morning business for one hour with Senators permitted to speak therein for up to 10 minutes each with the Majority controlling the first half and the Republicans controlling the final half.
  • Following morning business, the Senate will resume consideration of the motion to proceed to S.3637, the Transaction Account Guarantee (TAG) extension legislation with the time until 12:30pm equally divided and controlled between the two Leaders or their designees.
  • The Senate will recess from 12:30pm until 2:15pm to allow for the weekly caucus meetings.
  • At 2:15pm, there will be a roll call vote on the motion to invoke cloture on the motion to proceed to S.3637.

2:17pm The Senate began a roll call vote on the motion to invoke cloture on the motion to proceed to S.3637, a bill to temporarily extend the transaction account guarantee program (TAG program);

Under the previous order, the motion to proceed to S.3637, TAG bill, was agreed to. Senator Reid then filled the “amendment tree” with technical amendments and filed cloture on the bill. The cloture vote is expected to occur on Thursday.

For the information of senators, at 4:00pm today, the Senate will execute the order with respect to the Dowdell and Bernal nominations. There will be up to 30 minutes for debate prior to votes on confirmation of the nominations. We expect a roll call vote on confirmation of the Dowdell nomination and a voice vote on confirmation of the Bernal nomination. As a result, senators should expect one roll call vote at approximately 4:30pm today.

At 4:00pm today, the Senate will execute the order with respect to the Dowdell and Bernal nominations. There will be up to 30 minutes for debate prior to votes on confirmation of the nominations. We expect a roll call vote on confirmation of the Dowdell nomination and a voice vote on confirmation of the Bernal nomination. As a result, senators should expect one roll call vote at approximately 4:30pm today.

the Senate Convenes: 2:00pmET June 25, 2012

  • Following the prayer and pledge, the Senate will resume consideration of the motion to proceed to S.1940, the Flood Insurance bill, post-cloture.
  • At a time to be determined but prior to 5:30pm on Monday, the motion to proceed to S.1940 will be adopted.
  • As a reminder to all Senators, cloture was filed on the motion to concur in the House message to accompany S.3187, the FDA bill on Thursday, June 21st.   As a result, there will be a roll call vote on the motion to invoke cloture on the motion to concur in the House message to accompany S.3187 at 5:30pm on Monday.

At 5:30pm today the Senate will proceed to a roll call vote on the motion to invoke cloture on the motion to concur in the House Amendment to S.3187, the Food and Drug Administration Safety and Innovation Act.

The Senate has adopted the motion to proceed to S.1940, Flood Insurance, and Senator Reid filled the amendment tree with the Johnson (SD)-Shelby substitute amendment #2468, Pryor amendment #2469 (residual risk), and the rest of the tree with date changes.
