The Senate stands in adjourned until 9:00am on Tuesday, December 17, 2013.

At 10:00am, there will be a roll call vote on the motion to invoke cloture on the motion to concur in the House message with respect to H.J.Res.59, the budget resolution.

Under the rule, the filing deadline for second degree amendments to the motion to concur in the House message with respect to H.J.Res.59 is 9:00am on Tuesday.

Senator Murray made a brief statement and objected.

Senator Sessions then made the following parliamentary inquiry: Is it correct that while the majority leader’s motion to concur in the house amendment with an amendment to which the majority leader has also offered a second degree amendment is pending, no senator is permitted to offer an amendment to the House-passed Budget bill?

Senator Sessions made a further parliamentary inquire: if a motion to table the majority leader’s motion to concur with an amendment is successful, would there be an opportunity for me to offer a motion to concur with my amendment #2573?

Senator Sessions then moved to table the motion to concur with an amendment, offered by the majority leader.

During Thursday’s session, cloture was filed on S.601, the Water Resources Development Act. As a result, the filing deadline for all first degree amendments to S.601 is 4:00pm Monday.
As previously announced, there will be no roll call votes on Monday. The next roll call vote will be at approximately 12:00pm on the motion to invoke cloture on S.601, the Water Resources Development Act.
As a reminder, there is a 4pm filing deadline for first degree amendments to S.601, Water Resources Development Act. If your senator has a germane first degree amendment and would like to protect the right to offer, please send a signed copy of the amendment to the cloakroom prior to the deadline so that we may file it at the desk for you. If you have already filed, there is no need to re-file.Senator Reid said on the floor this afternoon that the managers are close to reaching an agreement to complete action of the WRDA bill. If an agreement can be reached, we could be in a position to vote in relation to amendments and passage of the bill Tuesday and/or Wednesday.
However, if an agreement cannot be reached, the cloture vote on the bill would occur at approximately 12:00 noon tomorrow, Tuesday, May 14.
This afternoon Senator Reid asked unanimous consent to go to conference on the
concurrent resolution on the Budget.
Senator Cruz was unavailable to be on the
floor at this time to object.
Out of respect for the long tradition of comity in
the Senate, Senator Reid withdrew his request.

Following the prayer and pledge, the Majority Leader will be recognized.
The time until 2:15pm will be equally divided and controlled between the two Leaders or their designees with the Republicans controlling the first 30 minutes and the Majority controlling the second 30 minutes.
As a reminder, cloture was filed on the motion to proceed to S.3412, the Middle Class Tax Cut on Monday, July 23^rd. By unanimous consent, at 2:15pm on Wednesday, there will be a roll call vote on the motion to invoke cloture on the motion to proceed to S.3412, the Middle Class Tax Cut Act.

As a reminder at 2:15pm today, the Senate will proceed to a roll call vote on the motion to invoke cloture on the motion to proceed to S.3412, the Middle Class Tax Cut Act.

The Senate has reached an agreement that results in a series of 2 roll call votes beginning at 4pm today on the McConnell-Hatch amendment # _____ and on passage of S.3412, as amended, if amended. Each subject to a majority vote threshold. There will be 2 minutes for debate prior to each vote. As a result of this agreement, there will be no cloture vote at 2:15pm.

Prior to locking in the agreement, Senator Reid asked consent to vote on the McConnell–Hatch amendment and Reid bill, as amended, if amended, and when the Senate receives a companion bill from the House, the Senate proceed to its immediate consideration, insert the text of S.3412, as passed by the Senate, and the Senate pass the House bill, as amended.

Senator McConnell asked consent to strike the provision to marry the Senate language with the House bill and, in lieu, vote on the McConnell-Hatch proposal, a McConnell amendment, which is his version of “ the President’s tax bill”, and the Reid bill (S.3412). Senator Reid declined to modify his request to vote on those three items because the President strongly supports the Reid bill and that is the President’s proposal.

Senator Reid then agreed to strike the provision to marry the Senate language with the House bill per McConnell’s request, and renewed his request, as modified. That request was agreed to.

McConnell-Hatch amendment (text of S.3413), to temporarily extend tax relief provisions enacted in 2001 and 2003, to provide for temporary alternative minimum tax relief, to extend increased expensing limitations, and to provide instructions for tax reform (McConnell-Hatch).

S.3412, a bill to extend the 2001, 2003 and 2009 tax cuts for 98% of Americans and 97% of all small businesses (Reid).

4:08pm The Senate began a roll call vote on Hatch-McConnell amendment #2573 (Extends 2001 and 2003 tax cuts); Not Agreed to: 45-54

4:50pm The Senate began a roll call vote on passage of S.3412, the Middle Class Tax Cut Act; Passed: 51-48

Senator Reid moved to proceed to S.3414, Cyber Security, and filed cloture on the motion. The vote would occur Friday unless an agreement can be reached.

Senate Rejects Effort To Cut Food Stamp Program

Following the prayer and pledge, the Majority Leader will be recognized.
Following any Leader remarks, the next hour will be equally divided and controlled between the two Leaders or their designees with the Republicans controlling the first half and the Majority controlling the final half.
At a time to be determined on Wednesday, Senators should expect 2 roll call votes in relation to the following amendments which are pending to S.3240, the Farm bill. Senators should expect the votes to be motions to table each of the amendments.

Reid amendment #2393, which is text of Shaheen amendment #2160 (Sugar) to the Reid amendment #2392 and
Reid amendment #2392, which is text of Paul amendment #2182 (SNAP).
Senators will be notified when the votes are scheduled. We continue to work on a larger agreement for amendments to the Farm bill and will notify Senators if an agreement is reached.
