Four years ago as I had the privilege to travel all across this country and meet Americans from all walks of life.
I decided nobody else should have to endure the heartbreak of a broken health care system. No one in the wealthiest nation on earth should go broke because they get sick.
Nobody should have to tell their daughters or sons the decisions they can and cannot make for themselves are constrained because of some politicians in Washington.
And thanks to you we’ve made a difference in people’s lives. Thanks to you there are folks that I meet today who have gotten care and their cancer’s been caught. And they’ve got treatment. And they are living full lives and it happened because of you.
We’ve come too far to turn back now. We’ve got too much work to do to implement health care. We’ve got too much work to do to create good jobs.
We’ve got too many teachers that we’ve got to hire. We’ve got too many schools that we’ve got to rebuild. We’ve got too many students who still need affordable higher education.
There’s more homegrown energy to generate. There more troops that we’ve got to bring home.
There more doors of opportunity we’ve got to open to anybody who is willing to work hard and walk through those doors.
We’ve got to keep building an economy where no matter what you look like or where you come from, you can make it here if you try.
And you can leave something behind for the next generation, that’s what at stake right now Colorado. That’s why I’m running for President of the United States of America.
That’s why I’m asking for your vote. I still believe in you. And if you still believe in me, and if you’re willing to stand with me, and knock on some doors with me, and make some phone calls with me, and talk to your neighbor and friends about what’s at stake—we will win this election. We will finish what we started.
And we’ll remind the world why America is the greatest nation on earth.

President Obama was at a grassroots event in Rochester, NH to discuss middle-class economic security. President Obama has already cut taxes for a typical New Hampshire family by $4,200 over four years, helping families afford to send their children to college, buy their first home, pay for health care and child care.
The centerpiece of the Romney-Ryan economic proposals is a $5 trillion tax cut, with a lot of it going to the wealthiest Americans. In addition, Romney and Ryan put forward a plan that would let Governor Romney pay less than 1% in taxes each year. And this tax plan would actually raise taxes on middle-class families with children by an average of $2,000.

Following the prayer and pledge, the Majority Leader will be recognized.
The Senate will resume consideration of S.3414, the Cybersecurity bill. The Senate will be in a period of debate only until 2:15pm with the Majority Leader to be recognized at 2:15pm.
Additionally, the time until 12:30pm will be equally divided and controlled between the two Leaders or their designees with the Majority controlling the first hour and the Republicans controlling the second hour.
The Senate will recess from 12:30pm until 2:15pm to allow for the weekly caucus meetings.

By consent, the Senate has extended the period for debate only on the Cybersecurity bill (S.3414) until 5pm today in order to give the managers more time to work on a path forward on the bill.

September Vote on Six-Month CR Would Provide Stability for Fall Fiscal Negotiations

Washington, D.C. – Senate Majority Leader Harry Reid announced an agreement with House Speaker John Boehner and President Barack Obama on a six-month Continuing Resolution (CR) that will avoid a government shutdown while funding the government at $1.047 trillion.

“This agreement reached between the Senate, the House and the White House provides stability for the coming months, when we will have to resolve critical issues that directly affect middle class families. The funding levels in the six-month CR will correspond to the top-line funding level of $1.047 trillion. I hope that we can face the challenges ahead in the same spirit of compromise.”

Senator Reid offered Lieberman-Collins amendment # 2731 and Franken amendment #2732 to S.3414, Cybersecurity Act of 2012. He then filled the remaining amendments on the so called amendment tree. Finally, he filed cloture on the bill.

Senator Reid then moved to proceed to S.3429, Veterans Jobs Corps Act of 2012

As a result of cloture being filed, the filing deadline for first degree amendments to S.3414 is 1:00pm on Wednesday, August 1. Bacharach, of Oklahoma, to be United States Circuit Judge for the Tenth Circuit with one hour equally divided and controlled between Senators Leahy and Grassley or their designees. Upon the use or yielding back of time (at approximately 5:30pm), there will be a roll call vote on the motion to invoke cloture on the Bacharach nomination. As a reminder, cloture was filed on the Bacharach nomination on Thursday, July 26^th.

2:01:54 P.M.		The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
2:01:58 P.M.		PLEDGE OF ALLEGIANCE – The Chair led the House in reciting the Pledge of Allegiance to the Flag.
2:02:22 P.M.		The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on July 27, 2012 at 11:54 a.m.: That the Senate agreed to H. Con. Res. 90. H. Con. Res. 133, and H. Con. Res. 134. The Senate also concurred in the House amendment to S. 1959.
2:03:08 P.M.		The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on July 30, 2012 at 11:10 a.m.: That the Senate passed S. 1299.
2:03:47 P.M.		The House received a communication from Joan Finley, District Director, Office of Representative Charles W. Boustany, Jr. Pursuant to Rule VIII of the Rules of the House of Representatives, Ms. Finley notified the House that she had been served with a trial subpoena for testimony issued by the 27th Judicial District Court for the Parish of St. Landry, Louisiana in connection with a civil action currently pending before that court and that after consultation with the Office of General Counsel, she had determined that compliance with the subpoena was consistent with the privileges and rights of the House.
