Obama: Keep Clean Car Standards on Track!

The Union of Concerned Scientists has long led the fight to break our country’s dangerous oil dependence and address global warming by strengthening fuel efficiency and pollution standards for vehicles. Thanks to supporters like you, today we stand on the verge of historic progress.

The Obama administration recently proposed clean car standards that would nearly double fuel efficiency to about 50 miles per gallon in 2025, saving consumers billions of dollars at the gas pump, preventing millions of tons of global warming emissions, and saving as much oil in 2030 alone as we currently import from Saudi Arabia and Iraq. As clean energy and public health protections face constant attack in Congress, these standards represent a tremendous victory in the fight against climate change.

Automakers have the technology to make all new cars and trucks cleaner. Just last week at the Los Angeles Auto Show, UCS engineers put a spotlight on the most fuel efficient vehicles already available at dealerships nationwide, and the advanced hybrid and electric vehicles that can lead us to an oil-free vehicle future. But just as opportunity knocks, automakers and their allies are working behind the scenes to weaken the standards with loopholes that could increase pollution and oil dependence.

For the next two months, the Environmental Protection Agency and the Department of Transportation will accept comments on the proposed standards. Please tell the Obama administration to move forward with strong clean car standards and oppose industry-backed loopholes.

ME:re: Getting the facts straight on regulation.
What we need are MORE Regulatory agencies doing their jobs … period
No disrespect, but the notion that there is over or excessive regulation going on in a time when lack of it created our … the USA financial crisis , it created the BP spill and tell me you have not forgotten the Massey Mine disaster have you? There are things that need strict guidelines and most parents want Clean Air, Clean Water and not only affordable health care but some of us would actually pay a smidge more to make sure that food, flights and anything else that seems too big to handle for an individual can be by the Government and  not privatized. If, folks believe privatization only creates more jobs please remember that it also means your cost for services will go up and isn’t that what folks are already complaining about now? An increase in insurance premiums would be just a start.  I like having firefighters, cleared roads, police, the EPA and FEMA available and they are all worth paying the Government to act for everyone not just a select few.  I will not forget the man who failed to pay his protection fee which resulted in his house burning down; that is what privatization does.  I expect the Government to be our children’s watchdog for their health and our future. I would say corrupt regulators need not apply and while you and the Heritage Foundation have a different attitude about regulations, it is my contention that your opinion should not be driving what Republicans in Congress do or say, especially in both Chambers of Congress.  A lack of Regulation along with people who got used to excessive behavior drove our economy to the edge of disaster. The Grover Norquists of the world and Heritage foundation like organizations just do not understand that they only represent a small percentage of voters and after having read your 10/12 article; it definitely sounded like the Heritage Foundation would love to go around the voter if they could. I find it almost amusing to read how conservative groups rationalize their feelings about regulations. Then again,  it just puts the light on how out of touch your group is and if this is the meme being pushed on members of Congress who are not only supposed to be working for the people paid by we the people, truly a sad example of what being members of Congress means.

Sir, again, a lack of Regulation with a big R is just the tip of the sinking ship and though I totally get Capitalism … I believe it should be with a lower case c, which includes small businesses, and those who aspire to get ahead not just or only for big C as in Corporations who more often than not seem to send opportunities and jobs overseas to avoid regulations which is harmful to everyone.

Cleaner Air and a Stronger Economy – A Record of Success

Over the last two and a half years, the Obama Administration has taken
unprecedented steps forward to protect the public health of American families by
reducing harmful air pollution.  Taken together, the Administration’s clean air
achievements will produce enormous benefits for public health and the
environment – while promoting the nation’s continued economic growth and
well-being.

Clean Air: An Investment in Health, the Environment, and the Economy

Clean air is critical to protecting public health and the environment and the
evidence shows that it’s a good investment.  A recent report by the
Environmental Protection Agency (EPA) shows that the direct benefits of the Clean
Air Act
– in the form of cleaner air and healthier, more productive
Americans – are estimated to reach nearly $2 trillion in the year 2020,
exceeding the costs by a factor of more than 30 to one.  These benefits are
ultimately about the health of our families.

According to the report, in 2010 alone, the reductions in fine particle and
ozone pollution from the Clean Air Act prevented:

  • 160,000 premature deaths;
  • More than 80,000 emergency room visits;
  • Millions of cases of respiratory problems;
  • Millions of lost workdays, increasing
    productivity;
  • Millions of lost school days due to respiratory
    illness and other diseases caused or exacerbated by air pollution.

The Obama Administration’s Record of Achievement

Doubling fuel efficiency for cars and light duty trucks:
Shortly after taking office, President Obama directed the EPA and the
Department of Transportation (DOT)to set joint fuel efficiency standards and
greenhouse gas standards for cars and light-duty trucks built in 2012-2016.
These groundbreaking standards, finalized in April 2010, will raise fuel
efficiency to 35.5 mpg and begin saving families money at the pump this year.
In July 2011, the President announced the next
round of standards
, for Model Years 2017 – 2025, which will require
performance equivalent to 54.5 mpg or 163 grams/ mile of CO2 for cars and
light-duty trucks by Model Year 2025.  Together, the Administration’s programs
for cars and light duty trucks represent the first meaningful update to fuel
efficiency standards in three decades and will save American families $1.7
trillion dollars in fuel costs, and by 2025 result in an average fuel savings of
over $8,000 per vehicle.  Additionally, these programs will dramatically cut the
oil we consume, saving a total of 12 billion barrels of oil, and by 2025 reduce
oil consumption by 2.2 million barrels a day.  Achieving our efficiency goals
will also secure demand for innovative technologies and manufacturing that will
spur economic growth and create high-quality domestic jobs in cutting edge
industries across America.

First-ever standards for medium and heavy-duty trucks:  In
addition to historic rules for light-duty vehicles, the Administration has
announced the first-ever
fuel economy standards for medium- and heavy-duty trucks
.  Under the
comprehensive new national program, trucks and buses built in 2014 through 2018
will reduce oil consumption by a projected 530 million barrels and greenhouse
gas (GHG) pollution by approximately 270 million metric tons.  The standards are
expected to yield an estimated $50 billion in net benefits over the life of
model year 2014 to 2018 vehicles, resulting in significant long-terms savings
for vehicle owners and operators.

Cutting pollution from power plants and industrial sources:
EPA finalized additional Clean Air Act protections that will slash
hundreds of thousands of tons of smokestack emissions that travel long distances
through the air leading to soot and smog, threatening the health of hundreds of
millions of Americans living downwind. The Cross-State
Air Pollution Rule
 will reduce air pollution (including ozone) and is
projected to prevent up to 34,000 deaths annually, producing annual estimated
net benefits in excess of $100 billion. Twenty seven states in the eastern half
of the country will work with power plants to cut air pollution under the rule,
which leverages widely available, proven and cost-effective control
technologies. Many power plants covered by the rule have already made
substantial investments in clean air technologies to reduce SO2 and
NOx emissions.

First national standard to reduce mercury and other toxic air
pollution from power plants:
Power plants are the largest remaining
source of several toxic air pollutants – responsible for half of mercury and
more than half of acid gas emissions in the United States. In the power sector
alone, coal-fired power plants are responsible for 99 percent of mercury
emissions. In March of 2011, the Administration proposed new power plant mercury
and air toxics standards
to cut harmful emissions of mercury, arsenic,
chromium, nickel and acid gases, preventing as many as 18,000 premature deaths
and 11,000 heart attacks a year. These proposed standards would also prevent up
to 5,300 hospitalizations for respiratory and cardiovascular diseasesand up to
860,000 days of work missed due to illness.  The total health and economic
benefits of this standard in 2016 would be up to $130 billion. In addition, the
Administration is putting in place standards to reduce toxic pollution from
cement plants, oil and gas extraction, and industrial boilers – steps which will
provide large public health benefits for communities across the country.

Reducing harmful air pollution by expanding cleaner alternatives and
increasing efficiency: 
The Recovery Act included over $90 billion for
clean energy – the largest single clean energy investment in American
history. This funding supported programs that created over 224,500 American jobs
and tens of thousands of domestic renewable energy projects through programs
like the successful “1603” renewable energy grant program – which was
successfully extended for a year as part of the December 2010 compromise tax
agreement.  Thanks to these concerted efforts, we are on track to double
renewable energy generation by 2012.

The Administration has also demonstrated a commitment to efficiency, both in
the transportation sector and in the built environment. This includes
implementing more rigorous energy efficiency standards for commercial and
residential appliances, including microwaves, kitchen ranges, dishwashers, light
bulbs and other common appliances, and supporting building retrofits. The
Recovery Through Retrofit program is eliminating key barriers in the home
retrofit industry and the Better Buildings Initiative for commercial buildings
is striving to make this sector 20 percent more efficient by 2020.

just anohter rant …

While I am among those who are advocating for Clean Air and the Clean Air Act as well as better EPA rules and regulations I am not among those who have decided to disregard information from the Obama Administration like those who seem to be ignoring the info and pushing more of the same meme about broken promises. I cannot subscribe to the meme of yet another cave or broken promise especially after reading the letter sent to EPA administrator, Lisa Jackson from OIRA administrator, Cass Sunstein. President Obama may have delayed did not block or roll back or compromised his promise to families with illness, kids with asthma and or people with lung, upper respiratory illnesses. Again, I do Support President Obama and coming from a family of asthmatics, i felt i had to look into what is being said and while it is important to maintain regulations that will positively affect our environment, I am not sure that the points being made by you and MoveOn.org considered the 5yr review cycle already in place. The letter that i am basing my comment and feelings states that EPA ruling is usually…. i say usually because apparently the left wants him to change the ruling before the 5 year cycle that it normally is on which is 2013 as stated in the letter below. I am not an expert but i did read the letter and what i read does not even come close to what you and a few other progressive organizations are claiming in my opinion. I would like someone to support your claim or admit that your call to action is because you feel progressives want action now not in 2013, which again is when the policy is set to be on review… again, as scheduled. I do not know about anyone else that supports move on or organizations that are claiming President Obama caved to Republicans when it looks like an attempt to keep the 5yr cycle intact though progressives seem to want what they want when they want. I am confused as to why try to change the policy cycle when in all actuality the policy will need a second vote and my question is why do that? However, with that said and knowing you disagree, there probably will be new information and even more important, new members of Congress who believe in improving the lives of their fellow Americans. Again, I do not believe at this moment that President Obama compromised his mandate but as we have all watched this is one of many things that he will need a better Congress in place to pass legislation on climate change, EPA rules/regulations. I feel our jobs are to vote in better a group of people (Congress) that should want to work for the Middle Class not eliminate it.

If you click on the link below you will find the letter from Cass SunStein. The letter is very honest and does not appear to be as sinister as your email projects out to be. I have to say the tone was offensive and not only prompted my response but I would like more information from valid sources not News Papers or online News sources like blogs that he in fact caved to Republicans and or the corporate world. I might agree that the three reasons used as an explanation sound political yet the 5yr review cycle does comes up in 2013 and I, like everyone else expect President Obama with a Congress that backs him to pass great legislation that will may all our lives improve. I have yet to see a statement from EPA Administrator, Lisa Jackson making such negative comments, so, until or unless the EPA Administer puts out a similar statement I have to say no to the call to action after reading the letter explaining why the delay. I have to ask, isn’t it obvious that any legislation regarding climate change is DOA given the Party of No continues to move further and further extreme right, which, if we Democrats get out the vote will change the dynamic with a positive move into the 21st Century and Number One in the Nation again.

Defending Science at the EPA

During the Bush administration, the White House worked to prevent the Environmental Protection Agency (EPA) from protecting us from formaldehyde pollution, smog, and global warming. In fact, White House officials secretly manipulated or suppressed EPA scientific analysis on each of these issues and many others.

And we all suffered for it.

Now, the EPA is drafting a scientific integrity policy that could keep politics out of EPA science. But the agency’s first draft still gives the White House the opportunity to censor or suppress scientific research from the agency—and the public would never be the wiser.
