The Senate stands in adjournment until 10:00am on Tuesday, June 25, 2013.

Following any Leader remarks, the Senate will be in a period of morning business for one hour with the Majority controlling the first half and the Republicans controlling the final half.
Following morning business, the Senate will resume consideration of S.744, the Border Security, Economic Opportunity, and Immigration Modernization Act. The Senate will consider the Leahy amendment #1183, as modified, post-cloture.
During Monday’s session of the Senate, cloture was filed on the committee-reported substitute amendment and S.744. As a result, the filing deadline for first degree amendments to both the committee-reported substitute and S.744 is 12:00pm on Tuesday.
All time during adjournment, recess, morning business and Executive Session will count post-cloture on the Leahy amendment #1183, as modified (with the Corker-Hoeven language regarding border security).

Notwithstanding Rule XXII, at 2:15pm today, the Senate will proceed to Executive Session to consider Executive Calendar #180, the nomination of Penny Pritzker, to be Secretary of Commerce. There will be 30 minutes for debate followed by a vote on the confirmation of Penny Pritzker to be Secretary of Commerce. If all time is used, the vote would occur at 2:45pm.

The Senate has reached an agreement to set up 3 votes for 11:30am tomorrow. Those votes would be in relation to the following items:

– Leahy motion to waive all applicable Budget points of order;

– Adoption of Leahy amendment #1183, as modified;

– Cloture on the committee-reported substitute amendment, as amended.

If cloture is invoked on the committee-reported substitute the time will count as if cloture had been invoked at 1am on Wednesday, June 26^th.

Senator Vitter made a point of order that the bill would violate the Senate pay-go rule. Senator Leahy moved to waive all points of order with respect to the bill and pending amendments.

Senators are still working on a potential agreement to consider amendments to the bill, however, additional votes today seem to be unlikely.

The filing deadline for all 2^nd degree amendments to the committee-reported substitute and S.744, the Border Security, Economic Opportunity, and Immigration Modernization Act is 10:30am Wednesday. Germane second degree amendments to the committee-reported substitute amendment and the

underlying bill must be filed at the desk prior to the deadline to be considered in order post-cloture.

The Senate stands in adjournment until 12:00pm on Monday, June 24, 2013.
Following any Leader remarks, the Senate will resume consideration of S.744, the Border Security, Economic Opportunity, and Immigration Modernization Act. The time until 5:30pm will be equally divided and controlled between the two Managers’ or their designees.
During Friday’s session of the Senate, cloture was filed on the Leahy amendment #1183, as modified. As a result, the filing deadline for all 2^nd degree amendments to the bill is 4:00pm Monday.
At 5:30pm, there will be a roll call vote on the motion to invoke cloture on the Leahy amendment #1183, as modified (by the Corker-Hoeven language regarding border security) to S.744.

As a reminder, last week Senator Reid filed cloture on the Leahy amendment #1183, as modified. That cloture vote will occur at 5:30pm today. If cloture is invoked there would be up to 30 hours for debate prior to a vote on adoption of the Leahy amendment, as modified (late Tuesday night/early Wednesday morning if all time is sued).

The filing deadline for second degree amendments to Leahy amendment #1183, as modified, is 4:00pm today. If your senator has a germane second degree amendment, please send a signed copy of the amendment to the cloakroom prior to the deadline so that we may file it at the desk for you.

Today Senator Reid filed cloture on the committee-reported substitute amendment to S.744, the Comprehensive Immigration Reform bill, and the underlying bill. Under the rule, the filing deadline for 1^st degree amendments to the committee reported substitute, as amended, is 1:00pm tomorrow, Tuesday, June 25. Barring any further agreement, the cloture vote on the committee reported substitute amendment, as amended, would occur 1 hour after the Senate convenes Wednesday. If cloture is invoked on the substitute, there would be an additional 30 hours for debate prior to a vote on adoption of the substitute. Upon disposition of the substitute, the Senate would then proceed to vote on the motion to invoke cloture on the underlying bill, as amended. There would then be another 30 hours of post-cloture debate.

President Obama Speaks to the People of Berlin

Intellectual Property: A Key Driver of our Economy

Innovation and creativity have always been the foundation of our economy, and effective enforcement of intellectual property rights enables us to promote economic growth, ensure our global competitiveness, and protect the health and safety of our citizens. Today’s release of the Administration’s 2013 Joint Strategic Plan for Intellectual Property Enforcement provides a roadmap for our work over the next three years.

This week is National Small Business Week. The U.S. Small Business Administration, along with agencies across the Obama Administration, are hosting events in five cities.

Across the country, Democratic and Republican state and local officials are speaking out about the need for commonsense immigration reform. This week, we’ll share thoughts from governors, mayors, county executives, state legislators, attorneys general, treasurers and more about why they support immigration reform and how fixing the broken immigration system would impact their communities.

A little more than six months after the shooting at Sandy Hook Elementary, Vice President Biden said yesterday that he and President Obama have not given up the fight to reduce gun violence.

And although a minority of the Senate voted down common-sense legislation that would keep our kids and communities safer, President Obama has “moved forward on what was within his power, what executive actions he could take,” the Vice President explained. “Today, I can report that he announced 23 executive actions; 21 of them have been completed or there has been major progress made toward the total completion and that we’re on track to finish the job.”

How Immigration Reform Will Shrink the Deficit

The independent Congressional Budget Office released its score of the Senate’s bipartisan immigration bill, providing even more evidence that commonsense immigration reform is good for the budget and good for economic growth. CBO estimates that fixing our broken immigration system will reduce federal deficits by about $200 billion over the next 10 years, and about $700 billion in the second decade.

President Obama discussed a range of issues in his interview Monday night on PBS, but the National Security Agency was the topic for an extended part of the conversation.

“My job is both to protect the American people and to protect the American way of life, which includes our privacy,” he said. “So every program that we engage in, what I’ve said is let’s examine and make sure that we’re making the right tradeoffs.”

June 16, 2013 marked the four-year anniversary of the Partnership for Sustainable Communities, a collaboration of the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Transportation (DOT), and U.S. Environmental Protection Agency (EPA). Following any Leader remarks, the Senate will resume consideration of S.744, the Border Security, Economic Opportunity, and Immigration Modernization Act and the Majority Leader will be recognized at that time.
Negotiations with respect to the Immigration bill continue. Senators will be notified if and when an agreement is reached.
The Senate has resumed consideration of S.744, the Comprehensive Immigration Reform bill. The time until 2:30pm is for debate only, with the time equally divided and controlled between the two Leaders, or their designees, and with senators permitted to speak therein for up to 10 minutes each. Senator Sessions will control up to 2 hours.We are working on a couple unresolved issues to a border security amendment. We hope we can resolve those issues quickly so that we are able to find a path forward on the bill.
After much hard work and negotiations, we have made significant progress on S.744, the Comprehensive Immigration reform bill.Senator Leahy modified amendment #1183, with the text of a perfecting substitute amendment that includes negotiated border security language. Senator Reid then offered a technical amendment in the second degree slot and filed cloture on Leahy amendment #1183, as modified. By consent, the cloture vote on the Leahy amendment #1183, as modified, will occur at 5:30pm on Monday, June 24.
Senator Reid also filled the underlying bill side of the amendment tree and entered a motion to recommit the bill with instructions and filled that portion of the amendment tree with technical amendments.

The Senate will vote on Monday evening on the motion to invoke cloture on the Leahy border security amendment. We’ll continue to work to get an agreement to help process amendments. But, barring any further agreement the Senate will vote on cloture on the committee-substitute early Wednesday and cloture on the bill on Thursday. We’ll finish the bill before the recess.
The filing deadline for second degree amendments to Leahy amendment #1183, as modified, is 4:00pm on Monday, June 24.

At a time to be determined by the Majority Leader, in consultation with the Republican Leader, the Senate will proceed to Executive Session to consider Executive Calendar #180, the nomination of Penny Pritzker, of Illinois, to be Secretary of Commerce. There will be 30 minutes for debate equally divided in the usual form. Following the use or yielding back of time, the Senate will proceed to vote without intervening action or debate on the nomination.

The amendment provides dairy producers with the option to annually enroll in a new margin insurance program at levels of $4.00 and up to $8.00 in increments of fifty cents. Based on the highest annual of three previous calendar years of their milk marketings, dairy producers are allowed to elect their coverage level and the percentage of coverage up to 80% at the start of the program and annually thereafter. Dairy producers are also allowed to update their production history annually. The Secretary is required to make payments to dairy producers enrolled in the program whenever the actual dairy producer margin drops below $4.00 (or below a higher level of coverage up to $8.00). The amendment leaves the rest of the underlying dairy title intact, including the removal of the Dairy Product Price Support Program, the MILC Program, and the Dairy Export Assistance Program and the reauthorization of the 1996 FMMO additional order provision.
