Following any Leader remarks, the Senate will be in a period of morning business for one hour with senators permitted to speak therein for up to 10 minutes each, with the Democrats controlling the first half and the Republicans controlling the final half. Following morning business, the Senate will resume consideration of S.1, to approve the Keystone XL Pipeline.

Prior to adjourning, Senator McConnell announced that senators should expect roll call votes in relation to amendments throughout the day on Thursday.

The Senate has reached an agreement that results in a series of up to 10 roll call votes that will begin at approximately 3:57pm in relation to the amendments listed below. Each amendment is subject to a 60-affirmative vote threshold, except for the Cornyn and Menendez amendments, as modified, which are subject to majority votes. Each vote after the first will be 10 minute votes. There will be 2 minutes for debate equally divided between  each vote.

Several amendments have been called up to S.1, a bill to approve the Keystone XL pipeline. There are now 13 first degree amendments and the Murkowski substitute amendment pending. Senator Sanders attempted to call up an additional amendment, but Senator Murkowski asked that he wait until the Republicans were ready with their next amendment so that we can continue to offer amendments in an alternating fashion. Both sides are looking at the amendments that have been offered and discussions will be had on a path forward. Another message will be sent when any vote are scheduled.

Senator Durbin reserved his right to object, asked that we start working through these amendments in an orderly fashion tomorrow morning. Senator Durbin objected.

Senator Markey asked unanimous consent that he be permitted to speak for 1 minute on his amendment. Senator Cornyn objected. Senator Durbin suggested the absence of a quorum. A quorum was present. Senator McConnell then asked consent to vote on a series of Republican amendments and the Cardin amendment at 9:30am tomorrow, with no second degree amendments in order and that the amendments be subject to 60 vote thresholds for adoption.
