Watford, of California, to be a United States Circuit Judge for the 9^th Circuit with up to one hour for debate equally divided and controlled between Senators Leahy and Grassley or their designees.  Upon the use or yielding back of time (at approximately 5:30p), the Senate will conduct a roll call vote on the motion to invoke cloture on the Watford nomination.
• If cloture is not invoked, the Senate will resume Legislative Session and conduct a 2^nd roll call vote on the motion to invoke cloture on the motion to proceed to Legislative Calendar #400, S.3187, the FDA user fees legislation.
